Introduction
OSC Online include process and procedure coordinate to section suggestive proposed plan advancement via electronically (eSubmission) and comment from technical agency by online (eProcessing).
OSC Online designed according to specifications of ISO 9001:2000 and ISO 14001:2004 and use of technology Geographical Information System (GIS).
Background
OSC Online had been developed in the year 2003 by Yes Enviro Management Sdn. Bhd. under grant Demonstrator Application Grant Scheme (DAGS) By Ministry Of Science, Technology And Innovation (MOSTI). This system were completed in the year 2004 and perform in the year 2005 by Penang Council (MPPP).
After OSC's launching on 13th of April 2007, this system has been postponed to make procedure modification so that consistent with the procedure of OSC. Yes Enviro's side had committed modification according to OSC specifications and has been completed in February 2008.
Objective OSC Online
OSC Online was to replace conventional way plan suggestive which was not up to date (outdated) and burden (bulky) where plan copies in the form linen hefty must proposed to Local Authority

OSC Online can modernize process suggestive plan become quicker, online, efficient and can be done at whenever time and records development can be kept by more ordered. Moreover, OSC Online can avoid face to face meeting among the parties who put with officials Local Authority, hence can reduce whims in service counter.

OSC Online comprise from OSC Portal that was hosted by server and database in MHLG. User can access OSC Portal through any computer or terminal that have Internet extension. This portal has several modules include process and procedure to Submission, Processing, Payment and Support Service to all recommendations advancement placed before Local Authority. Implementation of OSC Online
Implementation of OSC Online's had been approved in National Council Meetings for Local Government Ref. 60 On 3rd Of June 2008 and PEMUDAH Meetings Ref. 6/2008 on last 20th of June 2008. Under DAGS allocate which amounted RM3 million, OSC Online's pilot project will be implemented in Penang Municipal Council latest by Sept 2008 and further widen to Local Authority as City standard and Council which intend with Unit OSC. Second phase expansion further is to standard Local Authority as District Council standard base on readiness of stated Local Authority. OSC Online also shall be integrated with implementation of ePBT Online's that enables data storage and monitoring by centering on is carried out.
